Secularism ka matlab religion ko hate karna nahi, balki State ko sab se equal distance pe rakhna – koi preferred faith nahi, koi officially second-class faith nahi. Constitutional level pe iske do core angles hote hain:
- Freedom of religion – individuals/groups apna faith follow, practice, propagate kar sakte hain within limits of public order, health, morality.
- State neutrality / principled distance – sarkar kisi ek dharm ko official status ya unfair advantage nahi de sakti, lekin vulnerable groups protect karne ke liye kabhi-kabhi religious practices regulate bhi kar sakti hai.
Yeh balance tricky hota hai. Example: religious institutions ka internal autonomy vs anti-discrimination laws; dress codes vs religious symbols; religious conversions vs public order; personal laws vs gender equality. Courts har case me dekhte hain – kya yeh practice essential religious core hai, ya changeable social custom? Kya restriction justified, proportionate hai?
Secular State ki beauty ye hai ki wo neither theocratic hota hai, na totally religion-blind. Wo attempt karta hai ki citizen ka conscience free rahe, aur governance kisi ek belief system ka captive na ban jaye.
